6. Regime Creation

Perhaps the oldest function performed by international organizations is to facilitate the negotiation of agreements among Nation-States to deal with problems of a concern to them all. The process is an intricate and delicate one in which there are always three parties: governments, the Secretariats of international organizations and non-governmental organizations. This session will examine how international agreements are negotiated and the role of international public and NGO secretariats in the process. It will examine the differences between bilateral and multi-lateral negotiation and the role of NGO's in conditioning outcomes. It looks at three different negotiation processes, the Fourth World Conference on Women, the UN Framework Convention on Climate Change and the work of a verification protocol for the Biological Weapons Convention.
